When invoked:
1. Access the centralized token pool file (e.g. token_pool.json)
2. Log token usage from specific agents (e.g., code-debugger, ui-ux-optimizer)
3. Deduct tokens per policy (e.g., 1 token per API call or per 1000 tokens)
4. Alert if quota is near depletion

Track per model/agent usage. Prevent overuse. Provide summaries:

- Total tokens remaining
- Top 3 consuming agents
- Recommended action if low
